Commissioning of documents
A Commissioner of Oaths, also known as a Commissioner for Taking Affidavits, may commission (not notarize) documents in person or remotely, administer oaths or affirmations, and take affidavits, declarations and affirmations, as the case may be, and where it is permitted or requred by law.
A Commissioner of Oaths obtains their power from the Government of Ontario for being a member of the College of Immigratin and Citienship Consultants.
The government is interested in authorizing certain individuals in order to help the general public to better advocate its interests before a government branch, etc.
Arcadia is allowed to commission documents, administer oaths, verify the identitity of a deponent (i.e., a person who proclaims the oath/affidavit, etc), and genuineness of their signature for immigration purposes, in dealing with the immigration officials.

Notary Public at Arcadia Legal and Immigration Services, Inc., is Volodymyr Paslavskyi.
He is licensed as a public notary by the Government of Ontario for being a member of the Law Society of Ontario (LSO).
Volodymyr Paslavskyi can notarize documents, verify the identity of deponents and genuineness of their signatures, certify true copy of a document, etc. He can also notarize power of attorneys, statments of agreement/no contest, etc.

Apostilles
Canada became a member of the Apostille (Hague) Convention on January 11, 2024. The Convention allows to authenticate documents by attaching to it a certificate, called, an apostille.
The apostille eliminates the steps required to get documents accepted in the foreign countries where the convention is in effect, including the 1) legalization by a consular office of the country of destination, and the 2) authentication of documents at the Canadian Ministry of Foreign Affairs.
The apostille simplifies the acceptance of Canadian documents in the more than 120 countries that have signed the convention.
Thus, if an Ontario-based document will be used overseas, in the country that is a member of the Apostille Convention, you need to get an apostille-certification of the document, in order to simplify its acceptance overseas.

Apostille is a certification of a document that will be ued overseas. It is certification that the document is real, was notarized by a lisensed notary public, and the certification is archived with the Ontario Ministry of Public and Business.
